If you are a California resident, the Additional Information for Residents of California section below includes additional information that we provide pursuant to the California Consumer Privacy Act of 2018 as amended from time to time (“CCPA”). That section includes information regarding the categories of information to be collected, the purposes for which the categories of information are collected or used, whether the information is sold or shared and how to opt-out, and how long the information is retained. You can find those details by reviewing the relevant sections below.

Overview

This Privacy Policy applies to personal information that GovRes, Inc. (“GovRes,” “Company,” “we,” “our,” or “us”) collects through our website, web application, and related services as they may be modified, relocated, and/or redirected from time to time (collectively, the “Site”), including personal information collected when users create accounts and use our AI-powered resume-building tools for federal job applications on USAJOBS.

GovRes offers its services to individual users as well as through enterprise and organizational subscriptions (“Enterprise Accounts”) purchased by organizations such as universities, career centers, workforce development agencies, military transition programs, and government contractors or agencies (“Enterprise Clients”). This Privacy Policy applies to all users of our services, whether they access GovRes through an individual account or through an Enterprise Account.

Personal information means information that identifies, relates to, describes, is capable of being associated with, or could reasonably be linked, directly or indirectly, with a natural person.

Personal Information We Collect

Personal Information We Collect Directly From Individual Users of Our Site

We collect personal information that you voluntarily share with us directly when you create an account, use our resume-building tools, or contact us through our Site. The categories of personal information that we collect include:

  • First and last name
  • Email address and telephone number
  • Internet Protocol (IP) address, username, and password
  • Payment and billing information processed by our third-party payment processor; GovRes does not directly store your full credit card number

Personal Information We Collect From or On Behalf of Enterprise Clients

When an Enterprise Client purchases a subscription on behalf of its users, we may collect personal information about those users in several ways:

  • Directly from Enterprise Account users when they create or access their accounts and use our resume-building services.
  • From Enterprise Clients, who may provide us with user information such as names, email addresses, and other contact details for the purpose of provisioning or managing user accounts.

In addition, we collect the following information from Enterprise Client administrators and representatives:

  • Organization name and type
  • Administrator names, email addresses, and telephone numbers
  • Billing and payment information for the organization (processed through our third-party payment processor)
  • Information provided in connection with Enterprise Account setup, configuration, and support requests

Personal Information We Collect Through Our Resume-Building Services

When you use GovRes to build resumes for USAJOBS applications, whether through an individual account or an Enterprise Account, we collect personal information that you provide in connection with the resume creation process. This may include:

  • Contact information, including email address, telephone number, and mailing address
  • Employment history, including job titles, employers, dates of employment, and descriptions of duties and accomplishments
  • Education history, including degrees, institutions, dates, and relevant coursework or certifications
  • Information about relevant skills, qualifications, and professional experience
  • Federal employment-related information, such as General Schedule (GS) grade levels, series numbers, and prior federal service history
  • Citizenship and eligibility status for federal employment
  • Veterans' preference status and related documentation details
  • Security clearance level (if voluntarily provided)
  • Desired job series, locations, and other USAJOBS-specific preferences
  • Completed resumes and any drafts generated through our AI-powered tools
  • Information about federal job application outcomes that you voluntarily provide to us (such as whether you received an interview or job offer) or that we may infer from your use of our services
  • Any other information you choose to include in your resume or profile

Information We Collect Automatically

We also may collect certain other information automatically when you visit the Site, such as the following:

  • Browser and device information, such as device identifiers like IP addresses or MAC addresses, operating system information, browser information, usage information including the pages you visited and how long you viewed them, searches, links you click on, and other information about your interaction with the Site and other online services.
  • Information stored in web-based technologies like cookies, pixel tags, log files, or web beacons, including browser type, portions of the online services visited, time spent on the online services, pages visited, referring URLs, links you click on, and other traffic and usage data.
  • Information collected in connection with analytics technologies, such as Google Analytics and other similar technologies, that permit us to learn more about how visitors use our online services.   • Information that indicates your general location, including your IP address.

How We Use, Process, and Disclose the Personal Information We Collect

As a general matter, we use, disclose, transmit, transfer, store, and otherwise process the information we collect from users of our Site when we have an appropriate legal basis. We may process the information we collect from you for the following purposes:

1. For our legitimate interests, consistent with your rights and appropriate to the context, including:

  • To provide our AI-powered resume-building services, including generating, editing, and formatting USAJOBS-compliant resumes
  • To communicate with users, including responding to requests, providing customer support, and sending service-related notifications
  • To process and fulfill your subscription or payment transactions through our third-party payment processor
  • To transmit relevant portions of your resume content to third-party AI service providers (OpenAI and Anthropic) for the purpose of generating, improving, and tailoring resume content on your behalf
  • To provision, administer, and manage Enterprise Accounts, including creating user accounts, configuring organizational settings, and providing usage reporting to Enterprise Client administrators
  • To provide Enterprise Client administrators with usage metrics, completion rates, and other reporting data about their organization's use of our services, which may include individual-level or aggregate data depending on the Enterprise Client's agreement with GovRes
  • To perform analytics and understand how users use the Site, and assess what features and services may interest our users
  • To debug, identify and repair errors, effectuate similar functional enhancements, and improve our Site or other services
  • To store information about your preferences, recognize you when you use the Site, and customize your experience
  • Offering, marketing, or advertising products, programs, and services
  • For recordkeeping and internal auditing purposes
  • To continuously evaluate and improve the online user experience
  • For our internal business operations, such as evaluating, updating, and modifying our operations, conducting research and analysis, developing new services, and performing other internal business operations
  • To prevent, discover, and investigate malicious, deceptive, fraudulent, illegal, or unauthorized activity
  • To protect the rights, property, or safety of GovRes, our users, or others, including to maintain network and information security
  • To evaluate or participate in a sale of some or all of our business
  • Creating aggregate or de-identified data
  • Using de-identified data derived from user content to train and improve our internal AI models, prompts, templates, and algorithms as described in the De-Identified Data for AI Improvement section below
  • For such other purposes as you may authorize

2. To provide services that are subject to contractual terms you have accepted, such as our Terms of Service, or that are subject to contractual terms between GovRes and your Enterprise Client.

3. To the extent you provide your consent.

4. To comply with legal obligations.

Enterprise Accounts and Organizational Use

If you access GovRes through an Enterprise Account provided by your organization (such as a university, career center, workforce development agency, military transition program, or government contractor), the following additional terms apply to how we handle your personal information:

Data Provided by Your Organization

Your Enterprise Client may provide us with your name, email address, and other information necessary to set up or manage your account. By using our services through an Enterprise Account, you acknowledge that your Enterprise Client may have provided us with certain personal information about you.

Visibility to Enterprise Administrators

Depending on the terms of the Enterprise Client's agreement with GovRes, administrators designated by your Enterprise Client may have the ability to view certain information about your account and usage of our services. This may include your account status, login activity, usage metrics (such as the number of resumes created), and completion rates. The specific information visible to administrators is determined by the Enterprise Client's agreement with GovRes and may vary by organization.

Enterprise Client administrators do not have access to the contents of your resumes or the personal details you enter into our resume-building tools unless you choose to share that information with them directly outside of GovRes.

Data Processing on Behalf of Enterprise Clients

In some cases, GovRes may process personal information on behalf of and under the instructions of an Enterprise Client. In those circumstances, the Enterprise Client is responsible for ensuring that it has an appropriate legal basis for providing your personal information to GovRes and for instructing us to process that information. GovRes's processing of your information in those circumstances is governed by our agreement with the Enterprise Client, which may include a Data Processing Agreement (“DPA”). If you have questions about how your Enterprise Client uses our services and handles your data, we encourage you to contact your Enterprise Client directly.

Your Rights as an Enterprise Account User

Regardless of whether you access GovRes through an individual account or an Enterprise Account, you retain the same privacy rights described in this Privacy Policy, including any applicable rights under the CCPA and other state privacy laws. You may exercise those rights directly with GovRes as described in the relevant sections below.

This includes the right to delete your account and personal data at any time. If you are an Enterprise Account user and choose to delete your account, GovRes may notify your Enterprise Client's administrator that your account has been deactivated so that the organization can manage its subscription accordingly (for example, to reassign the seat). GovRes will not disclose the reason for your deletion or share any of your resume content with the Enterprise Client's administrator in connection with such notification.

Use of Third-Party AI Services

GovRes uses artificial intelligence services provided by OpenAI and Anthropic to power our resume-building tools. When you use our AI-powered features, relevant portions of the information you provide (such as your work experience, skills, and job preferences) may be transmitted to these third-party AI providers for the purpose of generating, improving, and tailoring resume content.

We take the following measures to protect your information when using these services:

  • We transmit only the information necessary to provide the resume-building functionality you have requested.
  • We have agreements in place with our AI service providers that govern how your data is handled.
  • We do not authorize these providers to use your personal information for their own purposes, such as training their AI models on your data, except as may be described in their respective privacy policies.

We encourage you to review the privacy policies of OpenAI and Anthropic for additional information about how they handle data.

De-Identified Data for AI Improvement

GovRes is committed to continuously improving the quality and effectiveness of our resume-building services. To that end, we may use de-identified data derived from user-provided content to improve our internal AI systems, including training and fine-tuning our own models and improving our prompts, templates, and algorithms.

What Data We Use

We may use the following types of information, after removing personally identifiable information such as names, email addresses, telephone numbers, mailing addresses, and other direct identifiers:

  • Work experience descriptions, including job titles, duties, and accomplishments
  • Education history, including degrees, institutions, and relevant coursework
  • Skills, qualifications, and certifications
  • Federal employment-related information such as GS grade levels and job series
  • Information about job application outcomes that you have provided or that we have inferred from your use of our services, such as whether a particular resume resulted in an interview or job offer
  • The combination of the above data points, used to identify patterns in resume content that correlate with successful federal job applications

How We Protect Your Privacy

Before using any user data for AI improvement purposes, we take the following steps:

  • We remove personally identifiable information, including names, contact information, and other direct identifiers, so that the data used for AI improvement cannot reasonably be linked back to you as an individual.
  • We do not provide this de-identified training data to third-party AI providers such as OpenAI or Anthropic. This data is used exclusively for GovRes's own internal AI improvement efforts.
  • We maintain and use de-identified data in de-identified form and do not attempt to reidentify it, except to the extent permitted by applicable law.

Your Right to Opt Out

You have the right to opt out of having your de-identified data used for AI improvement purposes. You may exercise this right at any time through the privacy settings page in your account, or by contacting us at info@govres.ai. If you opt out, we will cease using your data for AI improvement going forward; however, any de-identified data that has already been incorporated into our models or systems prior to your opt-out request may not be individually removable.

Opting out of AI improvement will not affect your ability to use GovRes's resume-building services or any other features of the Site.

Your ‘Do Not Track’ Browser Setting

We do not currently have the capability to support the Do Not Track (DNT) browser setting. DNT is a preference you can set in your browser's settings to let the websites you visit know that you do not want the websites collecting your personal information.

How We May Share Your Personal Information

GovRes may share your personal information in the following circumstances:

  • With Enterprise Client administrators, to the extent described in the Enterprise Accounts and Organizational Use section above, and as determined by the Enterprise Client's agreement with GovRes.
  • With third-party AI service providers (OpenAI and Anthropic) as described in the Use of Third-Party AI Services section above, solely to provide our resume-building functionality.
  • With our third-party payment processor to process your payments or your Enterprise Client's payments. The third-party payment processor use of your information is governed by its own privacy policy.
  • With third-party service providers. We may retain third parties to host some or all portions of this Site, to help maintain and manage our databases, to provide analytics, or to communicate with users. We prohibit providers from using your information for other purposes and from further disclosing your information without our prior approval.
  • With affiliated companies, such as parent and/or subsidiary corporations, as necessary to provide services to you.
  • With advertising networks that enable or participate in cross-context behavioral and targeted advertising, and analytics providers that provide online tracking technologies that we use to analyze use of the Site.
  • When required by law, such as when we respond to subpoenas, court orders, legal process, or a discovery request.
  • If we believe that your actions violate applicable law, or threaten the rights, property, or safety of our Company, our users, or others.
  • If we sell some or all of our business, we may disclose all of the information that we have collected about you to a purchaser or, in due diligence, to a potential purchaser but subject to a confidentiality agreement.
  • For such other purposes and to such third parties as you may authorize.
  • For purposes described in the How We Use the Personal Information We Collect section above.

Security For Your Personal Information

The security and confidentiality of your personal information is important to us. GovRes has implemented reasonable technical and organizational measures for the purpose of protecting the personal information we receive against accidental or unlawful destruction or accidental loss, alteration, unauthorized disclosure or access and against any other unlawful forms of processing. However, these measures are not absolute, and the Company cannot guarantee the security of your personal information. In addition, the transmission of data over the Internet by its nature entails the use of systems under the control of third parties. As a result the Company cannot ensure the security of such systems.

Information Retention

We will retain the personal information we collect for as long as required to satisfy the purpose for which it is collected and used (for example, for the time necessary for us to provide our resume-building services, fulfill your subscription, provide you with customer service, answer queries, or resolve technical problems), unless a longer period is required or permitted by law, such as to fulfill our legal obligations or to establish, protect or defend legal claims.

Resumes and associated data stored in your individual account will be retained for as long as your account remains active. You may delete your account at any time through the account settings page on the Site, at which point we will delete your personal information and resume data in accordance with our data deletion practices, subject to any legal retention requirements.

For Enterprise Account users, data retention may also be governed by the terms of GovRes's agreement with your Enterprise Client. Upon termination or expiration of an Enterprise Client's subscription, we will delete or return Enterprise Account user data in accordance with the applicable agreement, subject to any legal retention requirements. Individual Enterprise Account users may still request deletion of their personal information directly from GovRes as described in the Your Choices and applicable state privacy rights sections of this Privacy Policy.

Your Choices

  • You may choose not to provide the personal information we request through the Site. However, in some cases, if you decide not to provide information we request, you may not be able to use certain features of the Site, and we may not be able to provide our resume-building services to you.
  • You may opt out of receiving our commercial email messages at any time by using the opt-out mechanism provided in the message.
  • You may opt out of having your de-identified data used for AI improvement purposes at any time through the privacy settings page in your account or by contacting us at info@govres.ai. Opting out will not affect your ability to use our services. For more details, see the De-Identified Data for AI Improvement section of this Privacy Policy.
  • You may be able to restrict the automatic collection of some information by the Site through your device's operating system or browser, or take other steps to block, manage, or delete cookies. Doing so, however, may prevent you from using the full functionality of the Site.
  • You may delete your account and associated data at any time through the account settings page on the Site. You may also request deletion by contacting us as described in the Questions or Requests section below. Upon deletion, we will remove your personal information and resume data in accordance with our data deletion practices, subject to any legal retention requirements.
  • If you access GovRes through an Enterprise Account, you retain the right to delete your individual account and personal data, including your resume content, at any time through the account settings page or by contacting us directly. However, please be aware that deleting your account may affect your access to services provided under your organization's Enterprise subscription, and GovRes may notify your Enterprise Client's administrator that your account has been deactivated (without disclosing the reason for deletion or any resume content). Certain account management actions (such as account provisioning or reassignment of seats) may be controlled by your Enterprise Client's administrator. Please contact your organization for questions about your Enterprise Account access.

Additional Information for Residents of California

This section of the Privacy Policy applies only to consumers who reside in California (as used in this section, “consumers” or “you”) and to our processing of particular consumers' or consumer households' personal information (“California Personal Information”) that GovRes collects through any means, including the Site and other online and offline methods. California Personal Information does not include, and this section of the Policy does not apply to, information that is subject to exceptions from the California Consumer Privacy Act of 2018 (“CCPA”), such as deidentified information.

This section also does not address our processing of personal information of our own job applicants, employees, and contractors for human resources, employment, benefits administration, health and safety, and other similar business-related and legal compliance purposes.

Additionally, this section of the Privacy Policy applies only to the extent we direct the purposes and means of California Personal Information processing and otherwise qualify as a “business” under the CCPA. It does not apply to our activities as a “service provider” to our Enterprise Clients, as that term is defined under the CCPA, or to California Personal Information that we process in that capacity. If you are an Enterprise Account user and GovRes processes your California Personal Information as a service provider to your Enterprise Client, you should direct any CCPA requests to your Enterprise Client.

California Personal Information We Collect

The Company may collect, and may have collected in the preceding 12 months, the categories of California Personal Information described above in the Personal Information We Collect section, which include:

  • Identifiers, including online identifiers.
  • Commercial information.
  • Professional or employment-related information.
  • Internet and other electronic activity information.
  • Inferences drawn from your activity.
  • Geolocation data such as is derived from your zip code or IP address.
  • Other categories of personal information described in California law.

How We Use, Disclose, and Process California Personal Information

We may use, disclose, and otherwise process the categories of California Personal Information described above for the purposes set out in the How We Use the Personal Information We Collect section above.

Sources of California Personal Information We Collect

We may collect California Personal Information:

  • Directly from consumers;
  • Automatically and indirectly from consumers, such as through logging and analytics tools, cookies, pixel tags, and other similar technologies; and
  • From Enterprise Clients who provide user information to us for the purpose of provisioning and managing Enterprise Accounts.

Disclosure of California Personal Information We Collect

In the preceding 12 months, we may have disclosed the categories of California Personal Information listed below to the categories of third parties identified below for a business purpose:

  • Identifiers, including online identifiers — with our affiliates, service providers (including AI service providers, payment processors, and Enterprise Client administrators), and as otherwise described in the How We May Share Your Personal Information section above.
  • Commercial information — with our affiliates, service providers, and as otherwise described above.
  • Professional or employment-related information — with our affiliates, service providers (including AI service providers), and as otherwise described above.
  • Internet and other electronic activity information — with our affiliates, service providers (including Enterprise Client administrators where applicable), and as otherwise described above.
  • Inferences drawn from your activity — with our affiliates, service providers, and as otherwise described above.
  • Geolocation data — with our affiliates, service providers, and as otherwise described above.
  • Other categories of personal information described in California law — with our affiliates, service providers, and as otherwise described above.

Sales of California Personal Information and Sharing for Cross-Context Behavioral Advertising

We do not sell California Personal Information in exchange for monetary consideration. However, the CCPA defines “sale” very broadly in a manner that includes disclosing California Personal Information in exchange for any other valuable consideration, and also regulates the “sharing” of California Personal Information with third parties for cross-context behavioral advertising purposes, which means displaying advertising to you based on California Personal Information obtained or inferred from your activities over time across different websites, applications, and other online services we do not operate. Under the CCPA, we may “sell” or “share,” and we may in the preceding 12 months have “sold” or “shared,” the following categories of California Personal Information:

  • Identifiers, including online identifiers.
  • Internet and other electronic activity information.
  • Inferences drawn from your activity.

We may have sold or shared each of these categories of California Personal Information with third parties such as advertising networks that enable or participate in targeted and cross-context behavioral advertising, and analytics providers that provide online tracking technologies that we use to analyze use of the Site.

We do not have actual knowledge that we sell California Personal Information of consumers under 16 years of age or share the California Personal Information of consumers under the age of 16 for cross-context behavioral advertising purposes.

California Personal Information Rights and Choices

The CCPA provides consumers with specific rights regarding their California Personal Information. This section describes those rights and explains how to exercise them.

Right to Data Portability. You may request to obtain a copy of your California Personal Information in a portable and, if technically feasible, readily usable format that allows you to transmit the California Personal Information to another person or entity without hindrance.

Right to Deletion. You may request that we delete your California Personal Information, subject to certain exceptions. You may initiate deletion through the account settings page on the Site or by submitting a verifiable consumer request as described below.

Right to Correction. You may request that we correct California Personal Information about you that is inaccurate. We will take into account the nature of the California Personal Information and the purposes of our processing when we address your request.

Right to Opt Out of Sales and Sharing. You may request that we not sell your California Personal Information or share your California Personal Information for cross-context behavioral advertising. You may make this request by visiting the cookie settings tool on our Site.

We have also configured our Site to process opt-out preference signals that may allow you to inform us of your desire to opt out of sales or sharing as described above. If you do not have an account with us or are not logged into your account, your opt-out preference signal will be linked to your browser identifier only and may not be linked to other California Personal Information about you that we process.

Even if you opt out of sales or sharing of your California Personal Information for cross-context behavioral advertising, you may still see our ads online at other sites and apps, and we may still base aspects of ads on your interactions with us and the Site.

Right to Access Specific Information. You have the right to request that we disclose certain information to you about our collection, use, and disclosure of your California Personal Information during the applicable time period for your request.

Note for Enterprise Account Users. If GovRes processes your California Personal Information as a service provider to your Enterprise Client, your Enterprise Client is the “business” under the CCPA and is responsible for responding to CCPA requests. In such cases, please direct your request to your Enterprise Client. If you are unsure whether to direct your request to GovRes or to your Enterprise Client, you may contact us and we will help direct your request appropriately.

Exercising Your Rights

To exercise these rights, you may submit a verifiable consumer request by emailing us at info@govres.ai.

Only you, or an agent that you authorize to act on your behalf in accordance with applicable law, may make a verifiable consumer request related to your California Personal Information. You may also make a verifiable consumer request on behalf of your minor child.

Your request must provide information sufficient to verify you are the person about whom we collected California Personal Information. In order to verify your request, we may ask you to provide information such as your first and last name, email address, and any other information necessary to verify your identity. Your request must also include sufficient detail for us to properly understand, evaluate, and respond to it.

We cannot respond to a request or provide you with California Personal Information if we cannot verify your identity or authority to make the request and confirm the California Personal Information relates to you.

Additional Information for Residents of Colorado, Connecticut, Delaware, Indiana, Iowa, Kentucky, Maryland, Minnesota, Montana, Nebraska, New Hampshire, New Jersey, Oregon, Rhode Island, Tennessee, Texas, Utah, and Virginia

Privacy Rights

The above-listed states (“Additional States”) provide their residents with additional privacy rights regarding our processing of personal information subject to those states' laws. We have described such privacy rights below as applicable.

Subject to applicable limitations and exceptions, the residents of the Additional States may have rights to request that we:

  • Confirm whether we process their personal information.
  • Access personal information we have collected about them.
  • Delete personal information.
  • Receive a copy of their personal information in a portable, and, to the extent technically feasible, readily usable format.
  • Opt out of personal data sales or processing for targeted advertising by visiting the cookie settings tool on our Site.
  • Correct inaccuracies in their personal information, taking into account the information's nature and purposes for processing.

We have configured our Site to be compatible with opt-out preference signals that may allow you to signal a preference to opt out of or restrict our use of tracking technologies that may result in personal information exchanges for money or other valuable consideration or processing for cross-context behavioral or targeted advertising purposes.

Additional Privacy Rights Information for Delaware, Maryland, Minnesota, and Oregon Residents

Delaware, Maryland, Minnesota, and Oregon also provide their residents with a right to obtain a list of third parties to which we have disclosed personal information.

Deidentified Data

We will maintain and use deidentified information that does not constitute personal information in deidentified form and will not attempt to reidentify such deidentified information except to the extent permitted by applicable law.

If you are an Enterprise Account user with questions about how your organization handles your data, we recommend contacting your Enterprise Client's administrator directly.

Changes to This Privacy Policy

GovRes may change this Privacy Policy from time to time in its sole discretion. If we make a material change to this Privacy Policy, we will inform you by posting a notice on this Site. Those changes will go into effect on the effective date posted in the revised notice. The new privacy policy will apply to all current and past users of the Site and to all information collected before the date of the change. Please check periodically for changes to this Privacy Policy, and especially before you provide any personal information to the Company. If we materially change how we use, disclose, or otherwise process your personal information, we will contact you before doing so and obtain your consent, where legally required to do so, before using, disclosing, or otherwise processing your personal information other than as described in this Privacy Policy.
